Hilliard City Schools has decided to operate with the first policy.<br /><br />The reasons are simple: if you don't live within our school district, you don't pay our taxes. I suspect that where you live is in the Columbus City School District, meaning your tax dollars support the Columbus City Schools.<br /><br />It is true that a portion of your state income taxes goes into a big pot that is redistributed by the state government, and in recognition of that, when a student attends a school district other than the one in which the student lives, the state reallocates the state portion of the funding associated with the student to the district where the student actually attends, from the district in which the student lives.<br /><br />Districts with idle capacity may chose to offer open enrollment as way to fill that idle capacity. Here in central Ohio, Reynoldsburg is one of those districts.<br /><br />In growing school districts like Hilliard, capacity has to be reserved for the folks living in our school district, and for new residents who may move in. If you travel around our district, you will see that single family homes, condos, and apartments are again being built, and a number of new projects are in the planning and approval process. I'm not concerned about unused capacity - I'm worried about when we have to start building again.<br /><br />If you want to send your address to savehilliardschools@msn.com, I'll be happy to look up your parcel on the County Auditor's website, and confirm which school district you live in. The maps you looked at are not meant to be accurate to the parcel level. If you are a homeowner, the agent who sold you your property should have been clear about which school district it is in. Yes, we have a substantial need for cash to perform repairs and normal lifecycle replaces on the large set of physical assets which our community spent so much to construct in the past decades. Just as it takes money to maintain our homes, we must continually spend money to maintain our real property. The proceeds from this sale will free up cash on which we're already paying interest via a bond levy. And your example math is exactly correct: the devaluation of your property would cause the "Reduction Factor" to be set to 1.333333 for all property owners in the taxing district.<br /><br />This is an extreme example of course. In the real world there are tens of thousands of parcels, making the impact of a change in valuation of any one parcel relatively minuscule (unless it's a nuclear power plant or a hockey arena).<br /><br />However, between the periodic reappraisals by the County Auditor, when the new reduction factors are set, a successful lowering of value on one parcel results in a reduction of revenue to the entities collecting property taxes.<br /><br />I've found that the attorney we retain to pay attention to this stuff will also file in opposition on behalf of the school board when a commercial property sells for significantly more that its appraised value. Clearly the actual price paid for a piece of property is the most accurate valuation. The language in the mid-term budget bill now being considered by the General Assy would prohibit taxing entities from taking this action.
